Many of you may have heard by now, the new federal RRP lead hazard control rule that affects all properties built before 1978. The rule has very big implications for ALL landlords and property managers, This is not local or state - this is a federal law - all states are required to comply. This is HUGE so we are dedicating our upcoming meeting to this topic 
 
 
so in preparation for our up coming meeting. we ask each and everyone one of you to do your due diligence. Read up on this new law and get yourself familiar with it.

The RRP immediate change that people should know about right now is that
the Renovate Right book is now supposed to be provided to tenants in
anticipation of renovation work in pre '78 housing.
 
and then fully implemented and complied with by:
 
April 22, 2010 Renovations in target (pre-1978) housing and child-occupied facilities must be conducted by certified renovation firms, using renovators with accredited training, and following the work practice requirements of the rule.

People currently in possession of a LSWP certificate will need to complete
a 4 hour Renovator Refresher to be able to apply to EPA to become a
certified Renovator.  Abatement Firms will also need to become certified
Renovator Firms as the record keeping and cleaning standards are different.
Each firm needs to have a certified Renovator on staff.  The certified
Renovator needs to be present for certain activities throughout the
Project, but not all staff are required to be certified.  The certified
renovator is responsible for training the other staff and for clearing the
area.  The clearance is more of a "white glove" test than a dust wipe
clearance.

Currently in this area, Environmental Education Associates has become
certified to teach the EPA Renovator courses.  We anticipate that our
current contractor for LSWP, Cornell School of Industrial Labor Relations,
will also become certified to teach the Renovator courses.  The county
currently has a Request for Proposal soliciting bids on the teaching of RRP
courses.

EPA just announced a settlement in response to legal action taken against
them by the Sierra Club, the NYC Coalition to End Lead Poisoning, and other
parties.  As part of the settlement, EPA is agreeing to remove the owner
occupied option to opt out of the rule when using a certified renovator,
and to consider a regular dust clearance for more hazardous activities.  So
this rule is changing....
